Dr. Holly Burkett, SPHR, CPT is an Adjunct Professor for the Human Resource Development (HRD) program at Drexel University. She is also Principal of Evaluation Works in Davis, California and is certified as both an ROI professional and a performance technologist. Dr. Burkett has over 20 years of progressive achievement in multiple facets of human resource management, human resource development, human performance technology, performance improvement, workplace learning, and organization development.

In her current capacity as a performance measurement consultant, Holly assists public and private sector clients design and implement evaluation processes, tools, and systems to provide evidence-based data about the business value of HRD efforts. Formerly with Apple Computer, she has led HRD impact studies focusing upon such areas as: leadership development; community development and capacity building; succession planning; structured on-the-job (SOJT) training and employee certification; strategic change management; career development; team building; and continuous process improvement. She is recognized as an Evaluation Expert with the U.S. Department of Health and Human Services, Health Resources and Services Administration (HRSA) Office of Performance Review (OPR). Sample clients include: the International Union Against Tuberculosis and Lung Disease; the County of Sacramento; Chevron; the National Security Agency (NSA); the State of California; Premera Blue Cross; and the University of California Davis (UCD) School of Veterinary Medicine, among others.

Editor-in-Chief of the esteemed Performance Improvement Journal for the International Society for Performance Improvement (ISPI) and a former Advisory Board member of the international ASTD ROI Network, she is a frequent conference presenter, workshop leader, and author on topics of HRD program evaluation, learning transfer, and training measurement, up to and including ROI. Sample publications include: "Action Planning as a Performance Measurement and Transfer Strategy" in the ASTD Handbook of Measuring & Evaluating Training (2010); co-authoring "Data Conversion" (2008) with Patti Phillips; an award-winning case study in "ROI in Action" (2008); and co-authoring "The ROI Fieldbook" (2006) with Jack and Patti Phillips and Ron Stone (2006). She has also been featured as a best practice evaluator in UK's Industrial & Commercial Training (2005); the Istanbul HR Journal (2004), T & D Journal, and the Japanese HRM and Training Magazine(s) (2000).

A certified Senior Professional in Human Resources (SPHR), Dr. Burkett serves as a select Item Writer for the Human Resource Certification Institute (HRCI) SPHR/PHR certification exams. She holds a Ph.D. in Human Capital Development from the Department of Economic and Workforce Development, a division of the Jack and Patti Phillips Workplace Learning and Performance Institute at the University of Southern Mississippi. She earned her Master's degree in Human Resources and Organization Development (HROD) from the University of San Francisco.
